I plan on replacing the engine in my 1981 with an LS3. What do I need to do to pass the smog test here in Orange County, CA.? I was planning on installing headers with dual cats and mufflers. Any help would be greatly appreciated.

You need every possible thing from the "host Vehicle" and setup in your car like it was in the host vehicle. No truck combinations in passenger cars, all emmisions components must operate as they did in the host vehicle.

Then you have to make an appointment with a referee and he will inspect and test all functions and certfy the swap and then it may be tested at any smog station.

Be sure all fuel evaporative systems function as they did in the host vehicle as well. Your original fuel tank may not handle obd2 pressurizing so I'de give that great thought. because the referee will test this system.
