Here is a picture of a hose of some sort in my car. :confused The stuff I think is heat shielding is wearing off. Do I need a new hose, new shielding, or is everything just fine?

Exactly. Mid-America has it. I imagine other vette supply houses would too.The good news is that heat shield is now easy to replace. Originally you had to take the pipe off and slide a new one on the end. This apparently was part of GM's plan to rape you at the service center. Eventually one was developed with velcro that goes on easily!![]()

The infill is still there it's only the aluminium that wears and 4 layers of foil are quite adequate.I don't think tin foil is going to do anything about blocking the heat.

Its funny that you mention that fix though...saw aluminum foil "fix" at a car show the other day and in the short time we were by that car people were pointing and laughing it looked so silly. I guess if you do it well it may look good.
Some header tape would probably look better but I'd just pony up the $25 for a new good looking one that will last10-14 years:eyerole
Some people are obviously very easily amused. Aluminium foil put on carefully looks just the same as the original and does the job as well if not better. A "custom made" cladding could be made to look much better than the original.![]()
