17 x 9.5 on rear of C3?

Can you fit 17x 9.5 on the back of a 78 without using the offset trailing arms? Will they fit under the fender? I've heard talk of moving the emergency brake cable mount on the trailing arm. Is this all that needs to be done? If you do this how much back spacing can you run
