68 Vette - wiper question.

I restoring 68 vett and I have two questions.
1. How the wiper solenoid operate ?
(I chacked that the swich under the stiring give the solenoid (-) and I didnt get in the other wire (+)).

2. behind the centr consol neer the fuel gauge ther is a capacitor to where I need to connect it ?
