88 vette cranks no start

I have an 1988 coupe that i just had the fuel lines replaced last month. Hadn't driven it for several weeks. Plenty of gas. It will crank but will not start. I shorted the pins on the OBD and the fan runs and no codes. Also when key is in ignition on the turn lights and high beam indicator are lit up? I have a FSM but don't really know where to start. Ideas

Pull a couple of spark plugs
Wet - no or weak spark
Dry - no fuel

Dash lights being on could indicate a earthing problem ( seperate to starting problem )
