AC not blowing and AC cooling fan not running

I have a 94 lt1. Ac won't blow any kind of air. I did the code test and it goes from 00 to ---. What does this mean? Also my ac cooling fan on the radiator passenger side will not come on. I think it might be a relay. Where are these located?
