ah, that explains it....when I ordered my shims I was told to also order the long cotter pin so I did. When I went to pick the car up after the alignment the shop told me they didn't install the pin because my car didn't have the holes in the frame and they weren't comfortable drilling holes in my car (makes sense - most classic car owners wouldn't want shops to start just drilling holes everywhere).
I just hope without the cotter pin my shims don't fall out again.
