I'll let you in on a little secret, in Canada it isn't because we don't have much daylight, in fact when I drive my corvettes, it is in the summer - not winter - when we average 14-18 hours of light per day, so forget that idea. It is because we have a lot of 2 lane highways there and it is a proven fact oncomming traffic sees you coming with lights on long before you are noticed if you don't have them on, ask a motorcycle rider. It is safety and insurance reasons, and has been a law there since 1989. I personally think it is a good one, similar to the 3rd brake light, only adds to your safety. Give it some thought.
