Those of you in who've been maybe a little distracted by the Presidential contest, the Scott Peterson double-murder trial and the liberals few attempts as giving illegal aliens driver licenses need to be aware of another big problem on the horizon for Corvette owners who live in California have 1976 or later cars.

First, you may ask why, if you don't live in CA, this should be of interest? Well, most states with liberal/environmentalist lobbies which control motor vehicle legislation pattern their exhaust emissions regulation after California so, what happens in that state is what might happen in other states so all owners of older Corvette need to take notice.

The liberals and other politicians looking for "cover" from environmentalists have just about succeeded in repealing California's rolling, 30-year exemption from it's emissions controls inspection and maintenance program called "Smog check"

You recall, the liberal, anti-car-hobby factions in CA tried to to this last year, but were defeated on the floor of the legislature by pro-car-hobby organizations and voters. This new attempt is with a slightly different bill and, this time, had the support of business interests (including General Motors).

If signed into law, Assembly Bill (AB) 2683 requires the following:

1. Require vehicles of the post 1975 model year, even if insured as
collector cars (driven only to parades, exhibitions, etc.), and at least
35-years old to continue in the Smog Check program for the duration of the
vehicle's life.


2. Revise the Smog Check testing regimen for these qualifying
vehicles to include a tailpipe test, functional inspection of the fuel cap
and a visual inspection for liquid fuel leaks. The vehicle would be forced
to comply with the exhaust emissions standards for the vehicle's class and
model year as prescribed by California regulators.

The bottom line is AB 2683 has passed the California Senate and the Assembly and is headed for the Governor's desk for signature.

Now, before you think, "No problem. Schwarzenegger will veto it", know this. Arnold Schwarzenegger is a fiscal conservative but a social moderate. There is no evidence that he supports pro car hobby legislation on conservative principles.

If you own a 1976 or later car and you don't like the idea of loosing the existing 30-year rolling exemption from the smog check, call or FAX the Governor's office, now!!

Also, know that this bill is another of the State government's underhanded attempts at forcing old cars off the road. This bill will be the kiss-of-death for cars after 1980 because they depend on engine controls for emissions compliance and many parts of their emissions controls are discontinued. Confronted with the 76-up smog check and no way to repair the vehicle, many people will be forced to sell or scrap their Corvettes.

The truth remains the same:

* California's current law recognizes the minimal impact of vehicles
30-years old and older on vehicle emissions and air quality.

* Vehicles 30-years old and older still constitute a minuscule portion
of the overall vehicle population and are a poor source from which to look
for emissions reduction.

* Antique and classic vehicles are overwhelmingly well-maintained and
infrequently driven (a fraction of the miles each year as a new vehicle).

* Legislators, regulators and stationary source polluters are feeling
the heat from a failed effort to meet air quality goals and are looking for
a convenient scapegoat, using false data and inflated annual mileage
assumptions to further their case. The old car hobby should not carry the
burden of their mistakes!
 
...and my friends wonder why I'd rather re-locate to Florida instead of California.....
 
Unfortunatly Kalifornia is a lost cause. liberals would love to see ALL cars in this state be outlawed. It will take 20 years to get rid of these libs who run the state and return it to the people with common sense. Can you wait that long for this genesis?

Does anybody have a way to personally contact Jay Leno? We could ask him to ride up to the Governor's office on a 1976 Harley and deliver our message in person. He has the ability to get the word out to a large portion of California's constituents.

Interestinly, it was Jay Leno who had an important part in defeating the last bill AB708, that attempted to repeal the rolling exemption. It failed to get out of the legislature. Unfortunately, this one had broader support and passed the Assembly by one vote.

I'm not quite sure how Leno got involved last time, but hopefully the same mechanism that made him aware last time will work this time.

Just so you know...there are counties in Florida that require a smog check for cars. My '78 L82 passed since the only check was through the tailpipe. However, it has been years since I lived in Tampa and the law may have changed.
 
You Californians have to stop this in the bud. Before you know it, it'll be on other states doorsteps.

Just too many wacko's out there with a loud voice.
 
Wow... this is a hard one for me given that I am an avid environmentalist AND an old car collector. This is the one domain that I have struggled with in my life for sometime because I understand the necessity to reduce emissions EVERYWHERE IT CAN BE REDUCED (regardless of whether it is a small fraction or not) all the while wanting to be able to keep and drive my old chevies.

What the masses don't understand is that car exhaust is the leading cause of ozone depletion and the rate at which it is occurring is PHENOMENAL. There is NO EXCUSE to continue to pollute PERIOD. None. It doesn't matter what we want.... what matters ultiimately is the future existance of this planet, our species and all life. It is hard to understand and comprehend this and sacrifice.

Although I would be devasted to have to deal with the additional emission problems... I would do it knowing it is in the best interest of all and for the future...

Just my 2 cents. Funny how us humans hate to be inconveinanced...
 
While I am very concerned about the environment, I too am caught between a rock and hard place:( Besides my 81 Coupe my wife and I just purchased, I also own a very rare 71 GTO Convertible purchased just after returning from NAM in 1971. While this car is just an old car to many, you can't even begin to value the memories and consequences I've held with this great automobile. After retiring from the military in 93, we moved to CA. I went thru hoops just to get the car legal in CA. Now, after almost 15K in resto projects, I again am faced with the prospect of more costs to keep it on the road. This is a 1 of 27 made car and like most older cars, is only valuable to another collector. I'm not willing to stand back and let some (*^&(*)& politician, who probably never served and understands what servicemen and women go through defending this country, take away my right to belong to a hobby of restoration of great old classics.

Sorry, I didn't mean to get started, but it burns me up in more ways than one when environmentalists attack a very small part of this world and countrys issues.

I understand.... but unfortunatley it is those very attitudes that have gotton us into this environmental problem and circumstances in the first place. We think we all "deserve" to have what we want when we want it regardless of the cost...... it is the human condition.

Methane is a large source of pollution and creates ozone issues as well. Largest producer of methane. Cows. Guess we're going to see catalytic converters hanging off the tail ends of these guys pretty soon. ;LOL

Its all about balance. The old cars are slowly coming off the road and are being driven less and less. Let's concentrate on areas where we get the most bang for the buck. This doesn't seem like that area to me.

:eyerole I'm confused. Are you for or against a bill currently in my states legislature?
 
I am for getting the environment as clean as possible. In that light, I believe that 25-30 year old cars should be emissions exempt. Doesn't make sense? Well, I and others here want a 'fun' car--if we keep our C3's or keep passing them to other owners, that's a lot of new cars that don't have to be built--I'm pretty sure that the energy expense of building a new car, with associated infrastructure, would be greater than the amount of extra emissions produced by the older car.

Dont laugh too hard!!! The wackos out here Damn near had Bakeries banned because during baking bread it emits ethanol vapors which is a green house gas!!!!!!

To your former question.... that doesn't help. Why do you suppose all those cows are here? It certainly isn't because they naturally exist in those large numbers....:Silly

I concur with your last statement, believe me! But if we are to invoke "balance" in this equation then there is no more discussion. Humans have been so out of balance with the rest of the world for so long I don't ever see how we could get back "in" balance. If we were concentrating on those areas where we could get the most bang for our buck..... we would all be driving electric cars...... dooh!

Ha ha.... I am torn but ultimately I am for it I suppose. That is how it exists already here in Arizona - in fact it is worse... cars 1967 and newer require emissions testing.

You may be partially right there Dawn, but it's the people who refuse to care for and maintain their vehicles that really got us to where we (the hobbyists) are with the EPA. The gross polluters aren't the hot rodders. :nono
