Please irradicate my Ignorance:

Why does one remove the Water Pump frisbie?

I understand it's good for 5 HP?

Why would GM put it on ther in the frist place>

I don't think you have one on an LT4. It was only used on the L98's, but to answer your question. The frisbee was placed on the water pump pulley to lessen the shock of the air conditioning compressor as it cycles on and off during operation. The frisbee weighs probably 10-15 lbs. So it's a considerable weight to have to spin up. You won't gain any horserpower by removing it, but it will free up a few ponies that the motor already has.
 
Not sure about a 1995. According to my local Chevy service shop, the extra mass was required to maintain idle speed as the A/C cycles. Based on some of my own testing, I would agree with the dealership. I'm not aware of any performance gains by removing it. I decided to keep it off so it was easier to work on. Belt replacements are now a snap.
