How do you make a custom avatar's background transparent?

I have a custom avatar picture that I would like to use. I would like the background to show up transparent. The normal way to do this would be to clip out the background save that area as transparent then save the file as a GIF file or PNG file then upload. For some odd reason this isn't working on the CAC site and it automatically defaults back to white.

Its odd, if you hover or click on it....it works....hmmmm

Thanks man that is my evil jake...I have done quite a few of em...see!!! totally weird....you just replied and have in in your post showing clear with no white block background....so I know its suppose to work....hmmmmm very very odd.
