Midyear interior wire cover question

Should there be a long metal wire cover along the passenger side sill (under the carpet) similar to the cover for the wire harness on the driver's side?

I have clips there, but can't remember ever removing a cover during the last 36 years. :confused

If one belongs there, what purpose does it serve?

Yup, both sides - its primary function is as a "carpet support" - it supports the carpet transition to the floor just inboard of the sill plate; on the left side, it also protects the rear body wiring.

How many clips are used per side and in which of the several holes (if not all are used)?

Three per side (I think) - shown in UPC 1 Bolt/Weld, Sheet B1.
