Need help with filter housing removal

I need to replace my radiator but I can not get the filter housing to
come off.Feels like the nut retainers are spinning when I turn the the knobs.Any help any tricks to hold the clips under the filter housing.

Put a screw driver under the knob and pry up while turning it. That might help the clips get a bite so they don't spin.

Yep...just find some way to bind the studs so the nuts/knobs can be removed.

Then JB weld the locking (useless) tabs in the shroud.
 
Thanks for the replys.I was just wondering how wide is the clips maybe you can grind down a wrech so you can capture the clip under the housing.

There is a flat metal tab that broke loose and is spinning around. A screwdriver can be used to hold the tab as suggested. I had one that was really tough. I first sprayed penetrating oil under the air filter housing and used a long thin needle nose pliers to hold the tab. To prevent this from happening again, I riveted both tabs to the radiator housing and applied a little grease to the knob treads to keep out moisture during reassembly process.
