RPMs acting retarded

Also when we hooked the rpm back up it has goten retarded !! When you push the gas the rpm stays down and when you let off it goes all the way to the top and stays there til you give it gas again. push gas it goes down , let off it goes up and stays there .

A clearer description of the problem would help.
When you put your foot on the pedal the engine does not rev up???????
When you take foot off it revs up ?????

Does linkage at TB move in time with accel pedal?

If it is an electronic tach, it sounds like you might have gotten the wires crossed. :ugh
