Has anyone ever found replacement tips that screw in at the back for the t-top carriers?They are similar to luggage racks from earlier years.

This would be a long shot, but since it was a factory option in 1980 and 1981 you might try your local Chevrolet Dealer Parts... Have them "Search" the entire GM data base for Option V54 for the T-Top rack.
Here are the part numbers for the insert, bottom washers and nut..
These are from my Assembly Manual, note that these are the original parts numbers... I've found that sometimes (most times) these numbers have changed over the years, but these can still be cross referenced to newer numbers. You might be surprise to find a Chevrolet Dealer somewhere that may still have some of these around in inventory
then again, maybe not, but worth a shot.
I can scan the drawing from the assembly manual if you like..

- Large Washer = 14011862
- Small Washer = 9423315
- Nut = 9419146
