Tachometer not working

The Tach on my 1985 Vette fluctuates very high and then very low and sometimes it shows no rpms at all. Any Ideas?
 
I heard there is a Tach filter. Does anyone know where this is located and how to replace it?
 
It's located on the driver side near (behind) the distributor. ;)

It is bolted to the rear of the head on the drivers side. You can remove the lead from the distributor, then go to the other side of the filter and undo the connector and plug it back into the distributor bypassing the filter.When I did this to mine the tach worked perfectly. I have since made a new filter from bench parts and it works as usual.
 
The connector to the distributor is brown and the wire is white...
