This may sound dumb.

While I had my interior out I went into the car closed the door and had someone wash the exterior with a garden hose. I fixed most of the leaks but now I just dont drive in the rain.
 
Might as well face it,Harleys leak oil,Vettes leak water.Try going into the cowl with a box knife and a narrow putty knife,clean out the old caulk then go to a body shop supply store and buy a quart of SEAM SEALER, it's about 20 bucks a can.Get a brush and go to town,it'll smell rather strong for a couple of days but that will go away,than you can paint it black and its not as messy as roofing tar.
