What purpose does it serve and can it be side-stepped?

Thanks again Earnie. I'll try to track it down. So I should be able to light a test light on the the power to the relay or not? There was avery small amount of voltage on the meter when I checked before.

Yes when the switch is set to high it should ligh a test lamp if not the switch or wire between the two is bad
