If you don't have these kinds of tools, try taking an injector off another cylinder and run it on number 4.
Then look at your cap/rotor, number four could be burnt.
If you didn't notice a problem like this when it went into the shop and all of the sudden now you've got a dead cylinder I don't...
I third Chicks response as well. If a change out of the fuel filter doesn't prove to be the problem hook up the regulator to a fuel pressure gauge and try the car at WOT, idle, even try bouncing the car (Long shot).

If your not able take it to a mechanic and have them perform a fuel pressure check, a coil change out, an ACTUAL scan of the ECM, and check the ignition system.
TPS? Did they actually do a scan or just test the IAC?
Also how did this problem come into play? Gradually? Instantly one morning? Did you perform any repairs / modifcations?

I agree they probably nailed the harness running beside the transmission FOR your ABS and have a pos lead grounding out somewhere.
Sounds like an easy fix just make sure they use shrink tube and actually SOLDER the repair.
