if you decide to remain with 15" wheels and tires, for the occasional 1/4-mile bursts, you may want to consider a tire that my friends and I ran before we began trailering our cars.
They are called "AMERICAN RACER" (formerly McCreary DIRT) tires, made by Lias Tire, in Indiana, Pa. They come in a G60 (26 x 8), an L60 (28 x 10), and a larger 275/60 (not sure of the dimensions...).
I made about the same power/gearing as you originally stated (400HP/4.10 gears) in my Z28, and they hooked very consistently running low 13s at 105:
a buddy went as fast as 12-ohs at 114 in his '68 Camaro on the same (G60) tire as I.
P.S.: I forgot to mention, they'll set you back about $100 each, depending-upon what size you want.
