86' VATS Failur to start or be read by bench computer at Chevy

Bought it 4 months ago. I have never heard this car's starter run. Just replaced starter, had Chevy install new key cyilinder and match the key to the computers key code. No starter, and no tecks can read or look in to the computer because the VATS wont' let them in. Funny but I am sorta wishing I had other problems like you guys.

What do you mean by "wont let it in"?? Is there no data on the scanner or blank or? Do you know what scanner the tech used, the Tech-1 or Tech-11?? <standard scanners used by GM techs> Did he read data before he put the ignition switch in?
 
Wow, thanks for your interest. I will ask today what scaner Biddel Chev is using. I will ask if thy read data befor puting the ignition switch in. What I understand is that other thay reading the key code from where ever that is they can not dianose anything with their scaner. What has improver on the car while at Chev is this. The imformation panal on the right has lit up for the first tiime, I have not seen this yet. I will go see them at 9:am today Seattle time.
 
When my car was read by a tech at the GM shop he used a Tek-1. He tried and tried and finally told me the computer was no good because he couldn't get any data from it. Come to find out that the Tek-1 needs to have the coresponding eprom for that year put in it in order to read the controller. Bottom line: the tech didn't no what the ying yang he was doing. Could be the same situation as yours.
 
He couldn't get any data from it is just what he said. Well 8:30 is here os Ill go there and see if I can speak with the man! Ill let you hear what what we get out of this next.

Oh my God magmotor, I herd it cranking over. Of corse it would not start. Ther tec at Chev said arter the third try going through the 15keys blanks I provided it , as he put it something, he has no idea what broke loose after severn years of being parked in Seattle, it recogonized the # 14 key . Again WOW Thanky! But the car has sat sence 96' in a rainy driveway. nose down. Here is what I think is next. Try and get everything out of the tank. What directrion should it be parked on a hill to get the best results? Then add gass, put in the water remover stuff, give a tune up with parts no messin around with the distribuiter. Then hit the key. Dig this today is Friday and for the $300. bill the car ahss eben in th coverd work area for five days and on nex Tueasday after thhis holiday weekend Ii can come tow it awaay on my tow dolly. And this is good news for us. Tahnky for your interst magmotor.

THat car sat for 7 years..!!! wow....welp, the gas at the bottom of the tank is now gel....gas will do that after two years of just sitting....your gonna have to remove the tank and throughly clean it or replace it along with the fuel pump & filter....after 7 years I don't know where else to tell ya where to go...you'll just have too see after it starts..if it does.....good luck with it..!!!
 
Thanks, Probably blow ou the fule line change filter as well? What might be smart and easest in cleaning out the fule rails? Fule jells everywhere I suppose.
