side louver installation

I just got new side louvers for my '69. im stareing at this funny looking rubber nut that came with the set ... and of course im not looking at any instructions casue they didnt come with any.

can someone tell me how the louves are installed before i start drilling holes in the fiberglass? much appreciated casue i know i will screw this up if i dont ask for help.:W;help

also, how do you get to the rear most louver on each side? appears to be no access.

I don't have a '69 AIM handy, but I think there is a diagram showing where to drill the holes for the rubber plugs.
