Many of head units were saved from scrap bin by running a CD cleaner disk through them. Like the one you can buy at Radio Shack. It's a blank CD with a small brush on it and it cleans the laser head. Worth a try before ponying up the cash.
There are several ground points on a C5. I'm at work and don't have the info to post, it's the several wires in the plug that is grounded to the frame that can cause grounding problem which can manifest into the problems you are having. Do a search and you will find lots of pictures.
That is one sick ride. I don't thing anyone driving a car like that would act stupid on the road.

I think the Op was referring to a chip you plug on top the ECM (old school) and was not referring to changing parameters within the ECM. Such chips are worthless because in time the ECM will adjust for preprogrammed AFR, timing retard etc. ratios.

Did the dealer call you with the cost of the repair once he diagnosed what the issue was. It seams that would be a good time to have him explain what the problem is, how is he planing to fix it and what the cost of such repair will be. Arguing with him after the repair is made is kind of mute...

I would think that if you could not insert the key all the way into the tumbler you could not turn the ignition at all. The ignition only reads a code that is embedded in the chip on the key (basic resistor). Bottom line if the key goes in and the ignition turns you don't need a new ignition...

Just attended two days of back to back Corvette shows and there were plenty of these conversions. When I first got the C5 I thought about these to make entering the car easier in tight parking spaces. C5 doors are only 1 1/2" shorter than barn doors...

The computers in new cars are a lot smarter than the old ones, they are able to sens changes the chip made and over time will adjust themselves to original specs. Dyno tuning will produce best/safest results that will last.
No way to check without getting a look at the tune and you will need some hardware/software to do that.
The best thing is to take it to a dealer and have it flashed with current GM tune and all upgrades. If it was tuned and locked before they will be able to tell you and it should cost no more...
12.25 is to low, anything below 12.7 can and most of the time will cause the message. Checking the voltage when running is useless as far as the column lock because all the check functions take place as soon as the key is inserted into the ignition. As said above recharge the battery and try again.
